CHAPTER RULES
ARTICLE I: NAME
The name of this chapter shall be the Alpha Zeta Chapter of the North Carolina State Organization of the Delta Kappa Gamma Society International (formerly known as Eta State), abbreviated as NC DKG.
ARTICLE II: MISSION AND PURPOSES
The mission of Alpha Zeta Chapter is to promote the professional and personal growth of women educators and excellence in education.
The purposes of Alpha Zeta Chapter shall be the seven purposes of The Delta Kappa Gamma Society International Organization and NC DKG.
ARTICLE III: MEMBERSHIP
Membership is by invitation and in accordance with the Constitution, Article III. The chapter has full authority for the administration of membership and records of membership are kept by the treasurer.

The membership of Alpha Zeta shall be composed of active, reserve, collegiate and honorary members.

ARTICLE IV: FINANCES
Financial matters are in accordance with the Constitution, International Standing Rules and the NC DKG Bylaws.
ARTICLE V: ORGANIZATION AND OFFICERS
Alpha Zeta Chapter shall govern the conduct of its business in a manner consistent with the Constitution, the NC DKG By-laws and the NC DKG Standing Rules. A quorum for chapter business will be based on the average number of attendees.

Robert’s Rules of Order Newly Revised (current edition) govern the proceedings of the chapter in all cases not provided for in the Constitution, International Standing Rules, NC DKG Bylaws and NC DKG Standing Rules.

ARTICLE I: NAME

The mission of Alpha Zeta Chapter is to promote the professional and personal growth of women educators and excellence in education.

ARTICLE III: MEMBERSHIP
Membership is by invitation and in accordance with the Constitution, Article III. The chapter has full authority for the administration of membership and records of membership are kept by the treasurer.
A. Classification of Membership
The membership of Alpha Zeta shall be composed of active, reserve, collegiate and honorary members.
- An active member shall be a woman who is, or has been employed as a professional educator at the time of her election or has been retired from an educational position. An active member shall participate in the activities of the Society. Active member dues and fees shall be $76.00 per year and are paid to the chapter treasurer no later than June 30th for the following fiscal year.
- Reserve members shall be formerly active members who are unable to participate in the activities of the chapter because of physical disability and/or geographical location. Reserve status shall be granted by a majority vote of the chapter. A reserve member, so requesting, may be restored to active membership. Reserve member dues and fees shall be $45.00 per year and are paid to the chapter treasurer no later than June 30th for the following fiscal year.
- Collegiate members shall be undergraduate or graduate students who meet the following criteria:
- Undergraduate student members shall a) be enrolled in an institution offering an education degree and have the intent to continue academically and professionally in the field of education; and b) be enrolled within the last two years of their undergraduate degree.
- Graduate student collegiate members shall have graduate standing in an institution offering an education degree and have the intent to continue academically and professionally in the field of education. Graduate assistants who are paid to teach do not fall in the collegiate category as they are considered paid educators. These women are eligible for active membership.
- When a collegiate member starts her career as a paid educator, she will pay active member dues and become an active member. If a collegiate member does not pursue a career as an educator, her membership will expire upon graduation or withdrawal from the education degree program.
- Honorary members shall be women not eligible for active membership who have rendered notable service to education, or to women, that are of local significance to the chapter area. They are elected to honorary membership in recognition of such service. They shall be privileged to participate in all activities except that of holding office. A lifetime fee of $49.50 shall be paid for each honorary member at the time of induction.
B. Procedure for Electing Members
- Chapter Member Application forms shall be available at each regular chapter meeting.
- Chapter Member Application forms shall be completed by the sponsor and returned to the Membership chairman/co-chairman.
- The Membership Committee shall review Chapter Member Application forms and prepare biographical and professional information about the candidates to present to the chapter membership.
- Discussion and voting for prospective members will occur at the meeting after which the Chapter Member Application form is received.
- The members present at the meeting, a quorum being, shall vote. A majority vote will elect the candidate to membership.
- Invitations to an orientation meeting shall be in writing and mailed within seven (7) days following election to membership.
- Orientation of members-elect shall be held at a special orientation meeting prior to induction.
- The orientation program shall be the responsibility of the Membership chairman.
- Members-elect shall indicate their acceptance to the Membership chairman within two weeks of the orientation meeting.
- The Alpha Zeta chapter will decide if and when to have an induction ceremony.
- An individual becomes a member of the Society when she pays her dues.
- The membership year is July 1-June 30.
C. Termination of Membership
- Membership in the Society is terminated for non-payment of dues to the chapter treasurer by June 30th, resignation, or death.
- Chapter minutes must include the names of members terminated, including the reason and date of termination. The chapter treasurer shall report to the state treasurer the record of all memberships terminated, including the reasons and dates of termination. The chapter shall file all letters of resignation.
- The Executive Board shall decide on the disposition of Society jewelry that has been returned to the chapter. Key pins should be returned. Any DKG Key pin returned to the chapter by a resigned member or the family of a deceased member may be sold to a member who has lost her pin or given to a new AZ member.
D. Reinstatement of Members
- A former member will be reinstated to membership through request.
- For membership or reinstatement between July 1 and December 31, the member shall pay dues and scholarship fee for the current year. For membership on and after January 1, the member shall pay one-half the international and state membership dues, in addition to the full scholarship fee.
- Chapter dues will be pro-rated.
- Chapters shall retain the induction fee of $7.50.
- The chapter treasurer shall report to the state treasurer when a former member has been reinstated.
E. Illness/Death of A Member
- A bud vase is to be sent to any member experiencing an extended hospital stay of at least five days or extended home illness.
- A special ceremony of remembrance may be conducted following the death of a member.
- The chapter shall finance special recognition of a member’s death.
- Upon the death of a member (12 red roses), spouse (6 red roses), or family (child or parent) (3 red roses) will be sent to the home. If the family requests a contribution to a specific organization, this request will be honored in lieu of flowers. The interment ceremony is used if requested. Cards from the secretary and chapter members are sent to the family.
ARTICLE IV: FINANCES
Financial matters are in accordance with the Constitution, International Standing Rules and the NC DKG Bylaws.
- Annual dues shall be paid by active, reserve and collegiate members in accordance with membership requirements of the Society. Local dues are assessed along with state and national dues from which a budget is made for the year. Dues and fees are outlined in Article III A. Classification of Membership.
- Payment of dues and fees shall be in accordance with the Constitution (Article IV Section C) and NC DKG Standing Rules 4. Annual chapter, state organization and International dues and fees shall be collected by the chapter treasurer prior to June 30 and forwarded to the NC DKG treasurer.
- The Finance Committee shall develop an annual budget and present it to the membership for approval no later than the first business meeting of the fiscal year. A majority vote of members, a quorum being present, is needed to approve the budget.
- Members give all receipts for chapter expenditures such as postage, copying, etc. to the treasurer.
- Chapter president will approve expenses prior to payment.
- Every June there is to be a financial review by the Executive Board.
- Special funds and/or awards may be created by the Executive Board and approved by membership.
ARTICLE V: ORGANIZATION AND OFFICERS
Alpha Zeta Chapter shall govern the conduct of its business in a manner consistent with the Constitution, the NC DKG By-laws and the NC DKG Standing Rules. A quorum for chapter business will be based on the average number of attendees.
- The chapter officers, except the treasurer, shall be elected in even-numbered years by a majority vote.
- The term of each elected officer shall be two years. No officer, except the treasurer, shall serve in the same office longer than two terms in succession. All chapter officers shall take office on July 1 following election.
- The chapter treasurer shall be selected by the Executive Board each biennium.
- Alpha Zeta Chapter elected officers shall be a president, vice president, and secretary. A treasurer and parliamentarian are appointed by the Executive Board. Duties of officers are in compliance with the Delta Kappa Gamma Constitution. In addition, the officers will be responsible for such other duties applicable to the office as prescribed by the Constitution and the current edition of Robert’s Rules of Order Newly Revised.
- The chapter president shall represent the chapter as a voting member of the NC DKG Executive Board.
- The chapter treasurer will maintain an accurate and current membership roster.
ARTICLE VI: MEETINGS AND MEMBERSHIP VOTE
- Alpha Zeta Chapter will hold at least four meetings per year; other meetings/excursions may be scheduled. All members being notified, chapter meetings may be face-to-face, through electronic communications, or through a combination of the two, as long as members present may simultaneously hear one another and participate in the meeting.
- A quorum is a majority of the voting members present.
- All members being notified, matters requiring immediate chapter action may be voted upon by mail (postal or electronic) that provides a valid receipt of each responding chapter member’s vote. A majority vote of chapter members shall be required for action.
- Ratification of all voting by mail (postal or electronic) must be made at the next face-to-face meeting of the chapter.
- There shall be no proxy voting.
- Alpha Zeta’s Chapter Rules shall be amended automatically by the Executive Board to comply with the Constitution, International Standing Rules, and the NC DKG Bylaws and Standing Rules. Notice of automatic updates shall be published in the chapter newsletter.
ARTICLE VII: EXECUTIVE BOARD
- Members are the elected officers, the immediate past president, and such other members as may be designated by the president.
- The treasurer is ex-officio “with vote” and the parliamentarian is ex-officio “without vote.”
- The Executive Board shall meet at least twice a year.
- The chapter history will be updated at the end of each president’s two-year term and added to the current history.
- The Alpha Zeta Chapter Executive Board shall function according to the Constitution, VII., Section C.
ARTICLE VIII: COMMITTEES
- Committees are organized to fulfill constitutional responsibilities marked with an asterisk in Constitution, Article VIII, Sections B and C: Communication and Marketing; Finance; Membership; Educational Excellence; Scholarship; and World Fellowship.
- Other committees may be established and appointed by the president.
- The president shall be an ex-officio member of all committees except the Nominations Committee.
- Committee business requiring immediate attention may be voted upon by mail (postal or electronic) when all members of the committee have been notified.
- A committee meeting may be face-to-face or through electronic communication.
- A committee may meet through electronic communication as long as all the members may simultaneously hear one another and participate during the meeting.
- The committee chairman shall notify the president of scheduled committee meetings.
- The committee chairman has the responsibility of submitting committee reports.
- Reports requested from state organizations and chapters shall be submitted in the format specified by Society Headquarters.
ARTICLE IX: ACTIVITIES
Communications and Publications
A. Newsletter
- The Alpha Zeta Newsletter, From A to Z, is published at least four times a year.
- The president approves all publications.
- The president shall appoint a webmaster who will maintain and update the chapter website.
- Alpha Zeta chapter will award a scholarship and grants-in-aid.
ARTICLE X: AMENDMENTS
- The Executive Board shall review the Chapter Rules at least once during the biennium.
- To amend chapter rules, all members shall receive written notification of proposed changes to vote on the change.
- With a quorum present, a majority vote of the membership in attendance at a general meeting is required to implement changes in the Chapter Rules.
- Alpha Zeta’s Chapter Rules shall be amended automatically by the Executive Board to comply with the Constitution, International Standing Rules, and the NC DKG Bylaws and Standing Rules. Notice of automatic updates shall be published in the chapter newsletter.
ARTICLE XI: PARLIAMENTARY AUTHORITY
Robert’s Rules of Order Newly Revised (current edition) govern the proceedings of the chapter in all cases not provided for in the Constitution, International Standing Rules, NC DKG Bylaws and NC DKG Standing Rules.
ARTICLE XII: DISSOLUTION
- Before a chapter is dissolved, the approval of NC DKG Executive Board must be obtained.
- Careful consideration shall be given to the manner in which those desiring to maintain membership transfer to others chapters. International procedures must be followed.
- Any remaining funds in the chapter account shall be sent to the NC DKG treasurer and deposited in the Available Fund.
- The chapter’s paraphernalia, the Society publications, and the chapter records shall be retained in the NC DKG archives and made available for use.
- The chapter charter must be returned to the NC DKG to be forwarded to the International Headquarters.
- The NC DKG Executive Board shall decide whether the Greek name shall be reused.
